The Ghana Education Service (GES) has issued comprehensive guidelines for the operation of Parent Associations (PAs) in all pre-tertiary schools in the country. This marks a significant initiative by the GES to establish a framework for collaboration between parents/guardians and educational institutions, emphasizing support for the overall development and well-being of schools and students.

Recognition of Parent Associations (PAs)

The GES management recognizes the pivotal role played by PAs in contributing to various aspects of school improvement, including infrastructure, furniture supply, provision of teaching materials, water and sanitation systems, vehicle supply, facility maintenance, staff motivation, and overall beautification and environmental cleanliness.

GES Overall Evaluation on PTAs

Historically, the collaboration between school Heads and Parent-Teacher Associations (PTAs) has been essential for prioritizing projects and activities in schools. However, significant changes were introduced in 2013 when school Heads became signatories to PTA accounts, following recommendations by the Auditor-General. This move aimed to address financial challenges arising from PTAs operating independent accounting systems, which had implications for financial management in some schools.

Government’s Intervention in PTA Operations

Recent developments in PTA operations, particularly concerning imposed levies hindering access to education, prompted government intervention. Some PTAs introduced exorbitant levies, contradicting the objectives of the Free Senior High School (SHS) policy. Consequently, the Management of GES took the following actions: a. Suspended the imposition of levies in all schools. b. Directed the reorganization of Parent-Teacher Associations (PTAs) into Parent Associations (PAs), limiting the involvement of school management and staff.

GES Guidelines for Parent Association Operations

In collaboration with relevant stakeholders, GES has outlined specific guidelines for the operation of PAs in pre-tertiary schools. The key guidelines include:

  1. Membership of PA
  2. PAs Shall be School-Based
  3. PAs shall be an autonomous association
  4. Membership of the PA shall not be ex-officio
  5. No student shall be a member of the PA
  6. Staff of the school and PA
  7. External (out of the school) Relations of the PA
  8. Projects of PAs
  9. Naming of projects undertaken by PAs
  10. Support to teachers
  11. Access to PA project
  12. Fundraising
  13. Individuals support to school
  14. Legal responsibilities of PAs
  15. Use of name of the school
  16. Officials relationship of schools to PAs
  17. Accountability
